It's the "Sven Hoek" episode of Ren & Stimpy, renowned for the "Don't Whizz on the Electric Fence" board game. :) I don't think they showed it as often as the others--maybe because of Ren unzipping his fly (which was located, strangely enough, on his bare skin).
