I guess that's what it is. But is it ever used alone? I mean, you can't use that key to add it to another character, right?. I guess you could ask the same question about the tilde. Like, why's it on the keyboard?

Well, that's what you get for trying to answer my inane questions!!!

Heh, I did look around a little, and it looks like if you set your keyboard up differently, you DO use that key as a modifier to make e's w/ accents, n's w/ tildes, etc.

I'm sure you'll sleep easier now.

It could be an "accent grave" -- there's also the one that points in the opposite way to make an "accent aigu". C'est Francais!

wee I just eaves dropped and learned how to make " and ' on these keyboards. Of course the symbols are not labeled, but perhaps it will make your friend's page a little less annoying.
